Experienced manager and local authority chief officer. He was Head of Planning and Transportation and a member of the Corporate Management Team at Watford Council until March 2002 with responsibility for Forward Planning, Building Control, Development Control, Transportation and Engineering.

Adaptable and innovative, he has an extensive knowledge of government processes and procedures, especially in relation to the built environment.

He has a comprehensive knowledge of general management systems; budgeting and capital programming; management information systems; IT and IT procurement.

Over the last three years he has provided consultancy services to various councils in Hertfordshire, Surrey, Berkshire, Cambridgeshire, Essex and London as well as the Planning Inspectorate and Parsol, where he developed the standards for the electronic delivery of building control services. He specialises in providing interim management and conducting system and process reviews.
